The series, which is also called Hekiyō Seito Gakuen-kaigi Jiroku (Annals of the activity of the Academy students Hekiyō Council), revolves around a private school whose student council is made entirely by a vote of popularity. Thus, Ken Sugisaki is the only male representative, as stated, all Bishōjo student council, that may enter the sacred sanctuary "of the Council Chamber. At the request of Council President Kurimu Sakurano (photo at right), Sugisaki record the minutes of Council meetings, resulting in daily conversations on students' lives and interests.
